how to create web service from Remote machine

Hi,
i am going to Create Web Service on Web Server From local machine but it gives error.
So what can i do ?
I want to Develop Web Service On Web Server From my Local Machine .And can be accessible by other machine also.so please give me Solution.


Or How i can Make Web Server from any Local Machine in  network
