How to create a url as mobile phone app setup ?

Hi,

I hope you have knowledge working with Visual studio, then I would suggest to go for XAMARIN.

This studio which is used to create mobile application using visual studio, easy development studio.

After Installing, make use of Web View and make your Site loaded in mobile application.

Refer these links - also many tutorials / Videos are available in internet.
