how to create a publish point

i am trying video streaming within lan.i have installed expression encoder in which it needs a publish point .can we create a publish point from iis.In IIS media services 3.0 or 4.1 it has option for live smooth streaming publish point through which we can create.Now the iis media service is not available.Can any one suggest how to create a publish point
