How to create a database seeder?

I'm having problems adding migrations, I searched through the internet and most of the answers are modifying the Program.Main BuildWebHost. I've found an answer in the link below but have not tested yet because I need a "database seeder".I searched some implementations of it but everyone had done it differently.

I'm a beginner level of 1week. Thanks.
