how to configure my excel to default all cells to text.

I have written a program and exported it to excel it has numbers that starts with ZEROs eg 00000012.

Now I want it to set text format as a default to my excel.

Try This code:
IWorkbook workbook = Factory.GetWorkbook();
// Format column A as text.
cells["A:A"].NumberFormat = "@";
cells["A2"].Value = "01234567890123456789";
workbook.SaveAs(@"D:\Excel\TextFormat.xlsx", FileFormat.OpenXMLWorkbook);

You can use Interop.excel or any 3rd party dll to set the formatting of the cell
