How to communicate the server to desktop?

Hello Team,
Let me share the thought about the below requirement.
For example, I need to get the text file data on the desktop by using a web server or WCF.
I will host the Webservice or WCP service in IIS, Now the device sends the request(desktop credentials with getting data file path) in service to a server, and then the service will check the desktop credentials and sent the request in the desktop.
I can able to communicate with the device to the server. But how do check the (desktop credentials or communicating authentication) and send the request in the server to the desktop?
The server and all the desktops are in different networks.
On the desktops, I haven't approval to run any server on the desktop, I can do run windows service and installing windows applications.
Is it possible to communicate the desktop without changing the server?
Suggest any way to communicate with the server to the desktop.
