how to add or remove item level permission in sharpoint 2010

hi everybody.
i have a bad problem!.
in this topic tell us how to add or remove item level permission in sharepoint 2007.
but i want do this sample for sharepoint 2010 with visual studio 2013.

in windows server 2008 that installed sharepoint 2010, install visual studio 2013 and create a console project with framework 3.5 and then i search in web and change some option in my console application (uncheck Enable the Visual Studio hosting process from project setting and debug type change to x64).
but my problem not solved and when console application is running after some second show this image.




and then i see event viewer in control panel and get this error for my application:



please help me, it is Necessaryfor me.
