How to add DOCTYPE in XSL for generating xml using .net

 I am using .net in that i want read xml file apply the xsl and generate one another xml 
i want to print output in xml like :<!DOCTYPE rpn SYSTEM "http://www.rivierapropertynetwork.com/xml/rpn.dtd">
