how puplish c# project when the application connected to oracle database

my c# project connected to oracle database using entity data model (oDAC entity frame work) .
when puplish this project the error appear is :

Error 1 Cannot publish because a project failed to build.
Error 2 An error occurred generating a bootstrapper: Unable to begin updating resource for bin\Debug\app.publish\setup.exe with error 80070002

how puplish this project?
