how i restrict a user that have already entered a data into?

Simply you can do one thing. In profile page just check whether logined user detail there in User profile table or not. if he is having record on that case just disable the submit button.

After loading all the records in profile page. When user click on submit button on that case just check weather user have record in profile table or not. if it's having then skip the code or function which save profile data.

this is fully my idea, hope it will give some direction for you.

You can just add one more column in database table column(name = status) , so once user completed the profile ,in the save button click event, you can add a value to that column as "completed" or "done" something like this.

so next time when the same user try to enter data,you can easily restrict them based on the value in this database column value.
