How do I do this? I'm stumped :(

Question

Hi, I've been stuck on something for a while. I've searched amd searched for the solution but i never found it. :(. 

What I want to do is creating something like a news ticker, but more personalized. I want something that'll grab a .txt file from my webserver when the form loads up and then display and continuously scroll the contents of the text file within the text box...any help?

Btw its a desktop application :P
