How can i work offline on angular 2, 4 project

Hi 

 

Can i work offline on angular 2 or 4 project, angular needs nodejs and npm to install packages and cli which needs internet connection is there any way from which i can work without internet and without node and npm?

if possible could you please provide me node_module folder and files, i can not download it using node js because my command nmp install is giving failing and not able to download anything, and i tried many things and finding for many days googled also asked for help on csharpcorner, stackoverflow and other site but not got any solution. so i m thinking if i can work without node or npm.
