how can i create a pop up window when a certain time comes?

Hello!!! Maybe you can help me here!

Im creating a timer for a computer rental system. I want to create a blank window that will pop automatically after 1 hour. The user cannot continue unless an authorized person will input a password.

I already created one, but sad to say it do the user can still use application program. Please help me!
