Help for creating question answer page(Forum)

Hello sir,
  Sir i m creating health maintenance system in which i want an question answer page on which a user(patient) can ask thier query to the registered  doctor .
  and sir help me in creating user login view so i cn knw which user is online at a particular time.
I m beginer on ASP and using C# in visual studio 2010 and access database..plz guide me on my Email Id ([email protected]) or my mobile
or whatsapp[phone]).
