Graphics Layering

Please would someone clarify if its possible to control what 'layer' graphic objects appear? For example, if I draw a line which overlaps a control on a form, the control will hide some of the line. I know you can bring controls to the front, or send them to the back, but I have set controls on the appropriate 'layers', and I wish to draw graphics over the top of all controls. Is this possible? If so, I would really appreciate it if someone would kindly enlighten me as to how. Thanks
