getting connected users in a local network

Hi all,
I have a local network consist of 28 computers.
The network computers has windows 98 , and the server has windows server 2003.
I want to build an application in C#, that do the following:
1.The application will run on one of the computers, and will list the connected users in the network.
2. The application will be wrapped with .dll, to ce used for other tasks.
What is the proccess?
How can I do this?
Please help me...
