Get wifi signal strength (simply method)

Hi,
Needs to make an application which will gave me the signal strength of AP SSID = 'XXX'.

We have some topics in foreign forums, but no I can not run. In addition, they are often very complex functional applications.

I paw with XP SP3 +. NET FW 4 and Intel cards.

With what should I use?
What library in the system responsible for such things as reading the signal strength?
How do I get the noise level?

However, it can easily make such an application in another language?
