get recent posts in SharePoint site as a notification

Question

I have created few community site and three blog site in SharePoint online for user collabration, now the task is that when ever some user posts a new post in the either community site or blog site, a notification should show for all the users in the browser for those who are following that particular site. can this be done using rest api.

 

make sure that if the notification is seen once that notification should not be displayed again i think can be achived using jquery cookies.

 

can anyone help?
