File Attachments?

Question

I am creating forum like collection of comments posted by users. So far it is just a repeater with an add new comment textarea at the bottom. I would like to create an attachment option, to attach files to the posted comments, and other users can access and view attached files. I'm not familiar with file attachment funtionality or design, and I was wondering should I approach my solution using an upload file control or is the message.attachment more appropriate (I'm only geussing that there is a way to make the message recipient a webpage rather then an email address).
