Fetch Unique Record and Lock it

Question

Hi All,

I would like to have a code snippet, which should do the following tasks:

1.  Fetch a random record, which is not being fetched by anyone in the multiuser environment.
2.  Lock exclusive use to disable others use the same record for any purpose.
