Failed to find or load the registered .Net Framework Data Provider

Question

I opened a new Windows Form project, added a grid control and the attempted to add a project data source. I get a dialog box with the caption Wizard Form and the message: An unexpected error has occurred. Error Message: Failed to find or load the registered .Net Framework Data Provider. I've reinstalled, rebooted and tried every link and help site I could find, but still don't have a clue as to how to resolve this or what is causing it. It worked before with no problem. I'm trying to access an SQL database. If I try the same thing in a WEB app, everything works fine. What is going on??
