Explain the business logic for project

Hello,

I saw a project where the business logic was new to me.All properties of controls saved in sql database.clicking any button business logic know which tool to create.it goes to sql gets information which tool to create and which properties to bind.All these infos saved in sql.
Any ideas?if yes ,please explain.I need your explains.
