Error creating the Web Proxy specified in the system.net

Dear all,

I got the problem 'Error creating the Web Proxy specified in the 'system.net/defaultProxy' configuration section' when sending a request to the server by httpwebrequest on windows 10. Please guide me how to resolve the issue.
