Enable-Migration fails to load?

Good day
 
I am running this command "Enable-Migrations", the eror fails to build. What could the reason for this error? Please help and provide me with relevant solution to this issue.
 
  1. PM> Enable-Migrations  
  2. The project 'eNtsaRegistrationTraining' failed to build.
