Dynamic website with webparts

Question

 I am creating webapplication which will generate dynamic html page.

I am going to use webparts for this.end user can edit content/title,change background color,font color from webparts. when click on preview it shows formatted page in html format.

is it right way to do this?
Is is possible to export webpart to HTML ?

Please suggest me.
