Dynamic Menubar

I am new in MVC, I dont understand how can i create my dynamic menu bar. Basically my boss grant me a project which is in Asp.Net core, and I am shifting this project in MVC. So I have many confusion in making a Dynamic nav bar.

Here i atteched my 3 tables from where all the fields which i want in my menu bar.
