dropdown not bind when host on IIS but binds when run source

Question

on page load I bind the dropdownlist license  
When I publish the project and run on iis 8.0 with windows 7
the dropDownList doesn't bind  



BUT
When I run source code its binds correctly (like in figure 1.2 bellow) what the reason can be

Kindly any one suggest me the best solution?
