draw a custom user control for visual studio

hi,

does there exist a tool, (something like photoshop) to draw the layout of a custom user control for a windows form in visual studio? I would like to draw a panel with some 3D effect.
Or do you only can compile a custom component existing of panels, buttons, radio buttons,... ?
