Denying the Ability to Delete History

I work at a K-12 school district. Lately, I have been asked to check a student's history as he had been suspected of looking up questionable material. It turns out that the students can delete their history. My question, then, would be is there a way to create a policy that would deny the students the ability to delete their history? Thank you in advance for your help.
