Data retrieval

Question

I want to make a simple little Console application for myself that checks if a program has been updated or not. It has to connect to a website and see if it has changed. If it has, it tells me and opens my browser going directly to the website, and if not it simply closes. How can I make this? It should be fairly easy but I don't know how or where to start. Can someone help me please? Thnx
