data access to Oracle 7.3?

dear all, I would like to code a webservice to access to DB Server Oracle 7.3. I heard that there are 2 ways: OLEDB data provider and ODBC data provider. Could any one show me the right way to follow? or any link could ve very helpful for me. Thanks in advance. Regards, Khanh
