customisable installer

Question

Hi,
I want to create an installer for my windows application.
But I want a customised installer, that is, while I launch it from the installer, I can apply themes, background , can change fonts etc.

Using Inno setup can I do this and if yes then how and if no then  is there any other installer that provides such customisation.
