Custom Cursor and Control BorderStyle

I've got a custom cursor that I set to a form and its controls Cursor property. However, if the a control has a BorderStyle (like Fixed3D) whever the mouse is over the border it reverts back to the default windows cursor. Is there any way to work arount this?
