Current Number of Sites is 0 in central admin of Sharepoint

i have facing one problem please help me .

 

when i am trying to add a site collection inside Content Database its showing 

Current Number of Sites is 0 in central admin of Sharepoint

 

please help  me. i think there is a problem .

 

what is the best way to do it .
