CS0246 error referencing class from a form. Why

Question

So I create a form.  Then I create a class.  Then in the form I attempt to reference the class.

I am getting this error and I am not understand why.  I an a student just learning.  I found examples

and follow what they are doing and I replicate it and get this error.  Why?
