Crystal report formula filter

Question

I Have a table in which i have 1000 Rows The tables structure is like that

QuestionTarget(RecordID(P),Question_ID(F),Target,TArget_M,TArget_N,Target_O,TArget_P,DistrictID,Year,Quarter)

 

Now I want to make a crystal report with chart the chart should show the sum of these five columns

 Target,TArget_M,TArget_N,Target_O,TArget_P 

so i am making a formula field by using the sum function but the formula field does not accept where clause it sum the entire table rows regardless of district id while i want to sum based on district id like sum of all these five columns where district id=1 etc

 

There is a question If i apply parameters does they automatically applied to Formula fields as well or not ???
