Crystal report Design show boxes as shown i attachment

I am running crystal report 13 with visual studo 2010 the following screen comes in

when i check the console window the following errors shown

1-Failed to load resource: the server responded with a status of 403 (Forbidden)

what i have tried i have copied my whole aspnet_Client folder to the root of my application but it did not fix
