Creating folders and files in directory

Question

Hi,
I need to create 5 directories in a perticular folder if the directory is not exits and i need to copy one xml file to these folders.
ex: if have a folder name called World then i need to create 5 folders like India,Japan,US,Africa,Srilanka. if any folder does not exit need to create.
and I have one xml file( Example.xml) in one path So, need to check whether the xml file exist in every folder ,if not there copy the xml file to that folder.
Please help on this. this is urgent.
