creating controls on images/text files

Is it possible to load an image into a picture-box (on a vb.net) and then use areas of that say hightlighted text, as controls for the program. Just like adding a hyper-link to a webpage starts a new webpage. The "link" on the image executes a sub in the VB.net code. Any ideas, thanks dudes
