Creating a button which adds table templates to the page

Question

Hi I am currently working on a project where I have to recreate a webpage which is now outdated (http://pledgeform.nas.apprenticeships.org.uk/).

 

I am stuck on the bit on page 2 where i have to create an add pledge button which should create another table using the template that it has been given, i am unsure how i am able to do this because they used javascripts which we dont have access to so I was wondering if anyone was able to show me how to create this using HTML.

 

I just dont understand how to make the code behind the button create another table, I have made the pledge table all I need to know is how to make the button make me a new table
