Create webservice to Publish XML message

Question

Hi friends,

I need to create a web service  which is used to get the data from the front end and created as an XML file. This XML file need to be publish it. The published xml file could be received from the peoplesoft side and do some processing. I completed the receiving end but i dont know how to create the webservice and publish it. Any one could tell the suggestion to do this.
