Create an External content type in SP2010 without designer

Question

 Hi All,

I have to create an external content type in sharepoint 2010 without using designer.
Scenario:

I have to create a webpart in a page and have to place a droopdown which will fetch list of values or applications from database. Can someboby suggest how this can be achieved.
