Could not load file or assembly 'Microsoft.IdentityModel.Protocols.OpenIdConnect,

I am having this runtime error for my OpenID connect project. Project is in dotnet core 2.1. Not able to debug the issue. I have installed nuget for the same, still facing this issue.
