Converting numbers with 2 decimal places to words

Question

I tried to search for a topic on how to convert numbers with 2 decimal places to words but I found only converting whole numbers to words. My requirement should be whole number and decimal (100.25) converted to words. My location is in Lao PDR and be informed that calculations of the money here sometimes reaches to a billion.
