Connection Timeout: 13.71.113.127:5671

Hi Team

 

If i am experience this connectivity issue connection timeout, im trying to read message to my azure iot-hub using c# and its assemblies. But each time im trying to execute this module, i got this message "Connection Timeout :  13.71.113.127:5671" Does this has to do with firewall on my side? How do i pass this without any of this trouble? Please give me useful advice as where to start troubleshoot etc. So may apply these changes on my code if possible.
