conditional visibility of dropdownlist

I facing a problem of making a dropdownlist visible if another dropdownlist has a specific value. Itz working well but the problem comes when I get the data next time I login. The dropdownlist does not show up if above dropdownlist has a perticular value last stored. I have used updatepanel for both the dropdownlist.
