Can't connect to an Access DB

Question

When I try to run a Web App, I get this error every time: "The Microsoft Jet database engine cannot open the file 'C:\Program Files\Microsoft Office\Office10\1033\FPNWIND.MDB'. It is already opened exclusively by another user, or you need permission to view its data." There are no other programs running that have the DB open, the DB doesn't have a password, and I get this same error no matter what DB I try to open. Can anyone help me with this? I've just started this project, and I'm already stumped! Thanks in advance!
