Can we keep a windows form on top of the screen when Maximizebox is false?

Question

I Have put the value of maximizebox to false now the form is Always get minimized when I run the form Can this form be Put On top of the screen when i run the form?
I have made a parent form and on click of menu item a next form open but I want that only one form should appear n if it is on d screen then second form should not appear should i use loop for this??
