Can a key/value pair not be sorted?

Hi,
Is there a way to have a key/value pair that is not in sorted form (i-e not a sortedlist)? Is HashTable an option? But I believe a hashtable can not be indexed , however I want the indexing capability as well.
Any help will be highly appreciated.
