C# windows project deploying in different requirments

Question

I can deploy a windows application project and working properly(with shortcuts).
i'm working in a network, so i want to install the project in a network folder and then others should be able to use it's shortcut. but it is not working. if the program doesn't exists any data base connection part, it's working.
(Simply, iwant to install the setup only one time and others should be able use only it's shortcut)
